Getting 100% in high school (one year) is not going to get you into stanford, but it helps a little

People getting 4/4 GPA in 4 years of college do not get into Stanford

Things that may help you, as an international undergrad, to get into Stanford may include the following:

Nice TOEFL grade (i believe TOEFL is not a must for applying but a 260+ score will really help

You must take the SAT or ACT, and sometimes SAT II

Letters of Recomendation from your teachers, and if you know any university professors that are Stanford (or a very famous school) graduates, let them write you a letter

But i don't know Stanford's procedure for conditional admission because , usually, top notch schools like Stanford, Harvard & Princeton doesn't do that

Regarding Stanford (the city), it is a little pricey .
