Yes,The Ministry of Higher Education will provide you with an acceptance letter for your English Course during the first year.

The point I want to say here is that if your scholarship is to the U.S, then It's better for you not to wait for the ministry acceptance letter, instead try to get your financial guarantee and get an acceptance by your own from one of KAPLAN institutes in the U.S. These institutes will prepare you for National Board of Dental Examination as well as TOEFL.

In fact that depends on you, I mean you need to figure out what speciality you want to join and at which school. After that you have to find what are the addmission requirements for that program. If NBDE is among the requirements then you have to get it.
You can get NBDE as well as TOEFL during your first year there, and the ministry has no objection to that at all.
KAPLAN institutes are the only ones that can prepare you for both TOEFL and NBDE. Still, you can join any language institute you want . However, it will prepare you from the language side only and thus you have to depend on yourself to get
prepared for NBDE.
